I have just bought an item on Ebay from Germany, on paying for it the price is higher probably because of the exchange rate, surely this is not right. What can I do about this?

If you buy something in sterling then paypal has to convert it to another currency for you to pay the seller. Why do you think they would do that for free?

Paypal does not do it for free, they charge the seller, my point is that if the € is say 1.15 to the £ that should be the price on Ebay and Paypal.

See what you mean.
If you look on Ebays site then its an approximation, this is because currency conversion changes on a daily or twice daily basis so they give an estimate and the exact currency price is only quoted when you checkout >>

I understand the uk pound and the euro can change maybe several times a day, but the Ebay price was at 1.14€ to the £ at the time I committed to buy the item and immediately on Paypal when I had paid the rate was 1.09, Now to me that is a big difference in less than 2 minutes.

Yes but i say again Ebays price is an approximate and they don't update it every day once the auction is ongoing.

Sorry about Kernowlass's rude reply OP. It seems to be something she thinks is clever or something.
There are differences in the currency converters that make the amounts different sometimes - I normally notice a few pence higher than what it quotes on ebay or Etsy by the time it goes through Paypal. It's just how currency conversion works I'm afraid.
There are also cross border fees although I am not sure quite how applicable they are within Europe.

It wasn't rude, i asked a question.
And the difference is because Ebays are ''estimates'' only.
AND buyers DO NOT pay cross border fees, sellers do, buyers only pay currency conversion.
If you are going to criticise my replies at least get your facts correct.
