I wish to wonder...Some-one has just paid for item from me off Ebay... first time i had to use paypal ........YET you are with holding MY money for up to 21 days!!!!!... Yet I am supposed to send said sold item....with postage to my own expense??....I thought Paypal was meant to be easier...??????.....And also....Paypal has immediately took their fee....So...Why can I not be paid immediately??????....Fine small print i imagine ....sarcasm

Well your reading of large or small print is pretty poor as 'we' are not holding anything. This is a 'community' forum and we give up our time voluntarily to help paypal users, so losing the sarcasm would be good.

Ebay and Paypal are 2 separate companies and have 2 separate policies for holding funds for new sellers.
If yours was an Ebay transaction then its an Ebay hold and Ebay authorise when paypal can release the funds.
This is the new seller hold that every single seller on Ebay has or will go through.
Normally for the Ebay hold its when tracking shows the item as delivered + 3 days if you use Ebay / paypal postage.
