complaint email address ?

Today i was on a call with customer service member and was given an email , but the line was pretty bad and i coudlnt make it out ?? it was something along the lines of complaints-response ( or maybe respond ) ?? @PayPal . com . Can anyone clarify this for me

ok paypal does not let you post email addresses so I will try and do it line by line and you can join them up?
