hi, it was to ask when i send money to a person for goods/services the amount am sending is getting money taken of like i sent £60.00 and the perrson got £57.76, does paypal charge you? thanks

Well yes, sellers pay fees to be able to accept instant payments from customer including via cards.
How do you think paypal make any money to pay their staff? Paypal is not a free services.
Buyers don't pay fees but sellers do.
Advice is voluntary.
