I am planning to transfer some money to a bank account in China and I do not want to have my account flagged or put on hold for suspicious activity.
Is there somebody at Paypal that i can inform in advance to ensure that the transaction goes smoothly with affecting access to my accounbt?

If you have a Chinese paypal account then you can withdraw to your local Chinese bank account linked to your paypal account.
If you have UK paypal account (as you are posting on the UK forum), then you can only withdraw to a UK bank account.
Advice is voluntary.

I said transfer, not withdraw.
Lat time I did this, my account was flagged for suspicious activity and it was a real pain to get it working again.

Well you can't ''transfer'' funds from a paypal account to a bank account unless you withdraw them to your own linked bank account.
You can only ''transfer'' funds from one paypal account to another paypal account.
Advice is voluntary.
