Lately I have been doing some work on Upwork. I have accumulated some money balance and would like to cash out. But when I try Paypal immediately refunds the money back. I have contacted Upwork and they told me I should resolve the payment issue with Paypal. I live in Bosnia and Herzegovina, might that be a problem? Is there a restriction from Paypal that doesn't allow us to receive funds?
