Paypal holding my funds for over 20 months

Since July 2016 PayPal is holding over $15000 which I received from a distributor for downloading songs that I owned. I have contacted them so many times but with no reply. How to deal with it before going to the UK Financial Ombudsman?

 Normally 6 months is the longest they can hold funds.

Are you sure you did not get an email around stating you could now withdraw funds?

Why not phone them?
