Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.

My email is UK and I've money in PP account but it wont let me transfer it. How can I get the money out without having to buy something. I have a french card on the same a/c which is ok to put money in but not out. Any ideas ?
