Paypal Subscription - taking payment from Germany and USA

Hello

I have just implemented a Membership system taking recurring payments in GBP.

We have clients all over the world.

Our clients in Germany are currently unable to establish a recurring payment - I have Euro's enabled as a currency.

Paypal tell me that there is a "bug" but cannot provide more information.

Is this recurring payment service available for my German customers?

Any help/advice appreciated

Quite annoying, we also implemented Billing Agreements to find out that they aren't supported in Germany or China, but it's not simple to change the flow just for these countries...
