In one month (when I turn 18) I want to apply for paypal credit so I can pay for an important birthday present. I will be able to pay the correct amount off each month. But I do not earn up to £10,000 like it states when applying. Will I be declined the right to utilise paypal credit? also, how long does it take for your applicant response to come back so I know if it's been accepted or declined?.

If you can't meet the criteria they expect then you may be turned down, no one can say for certain.
BUT if you have opened a paypal account under 18 and that is found out then you may end up not being able to use paypal at all as your account would be limited.
