Not able to send payment

Hi all, I have enough credit in my PayPal credit account but my PayPal balance is 0. I tried sending few pounds to my friend from PayPal credit but it gives me an error message "we can't send your payment at the moment" please contact paypal or customer service...kindly help....

As far as i am aware you can only use paypal credit for merchants that accept it and not for sending to family / friends.
