New paypal mastercard

So i've got my new paypal mastercard & i go to use it today after using it the other day in the post office with no problems at all & today i go to use it & it was declined so i though ok some places dont take all cards & i've just checked my paypal account tonight only to see that the £4.90 has been taken out so i have now paid twice for my swim as i had to use my other bank card  =(
