I do not have a bank or credit card attached to my paypal, since I wish to use it for online payments only, and a friend of mine who uses paypal for the same thing, got their PayPal “locked” and their money says it is pending for 3-5 days when someone sent them $2,500.
Its unlikely you will be able to use your paypal balance to send payments for long without a back up card linked to your paypal account to verify that account.
