Iterm returned but no refund under 14 days

I returned an item to eBay on 14 June 2017, on the seller-designated facility (the courier Hermes). I opened a case with eBay on 20 June. I got an email from eBay telling me that:

'We'd like to inform you that 'Customer Support has made a final decision about your case. We'll issue you with a full refund once you return the item to the seller.'

Now, there was no way that I could get to eBay to point out that I had already returned the item. Finally, I secured a chat session.  The odd-ball chat person insisted that I have to send eBay a copy of the courier's collection number; simply citing the number is not enough.  He persisted with his inane demand, despite my telling him that the seller has acknowledged receipt of the returned item, and I have no means of sending a hard copy of the collection number.

Fed up, I turned to PayPal on 25 June. My complaint via telephone today drew a copy of the communication just sent to the seller by PayPal: 'If you confirm you've received the item, we'll reverse the buyer's payment. If we don't hear from you, we'll try to verify the tracking information ourselves to determine if the buyer is eligible for a refund.' So once again, the seller is being asked to confirm receipt, despite never having denied it. Is this not seriously weird? It certaily fails to inspire confidence in the 'your money is safe' claim.
