Firstly you are only allowed 2 paypal accounts if one is business and one is personal, if you have 2 of the same kind then you risk having both limited. So as they are linked you may find that causes problems.
Secondly are you opening another one because your email address has changed? If so you don't need to do that. You just add a new email address to your existing paypal account > verify it > click on update and tick the box to make the new one primary and then remove the old one.
Lastly are you sending cleared funds from your balance? If so have you verified your new email address on your new paypal account and added a card etc to verify that account?
