Did not receive goods

Ordered a DVD from Paid £7.95 through PayPal. I received an email from the seller saying that Paypal had with held the payment and they were sorry but they would have to cancel my order. When I checked the money had been paid to the seller. I emailed them but no reply. I have opened a dispute. I have not heard anything off the seller or Paypal and I want my money back.

Seller is obviously new and so paypal have put him on the 'new seller hold'. That should have nothing to do with you as his funds are released when tracking shows your item as delivered or after 21 days if you don't open a dispute.

It sounds as if he has cancelled your order but not refunded you. His next sale will most likely be held as well and if he keeps cancelling then he won't be selling for much longer I guess.

 

You have opened a dispute for non receipt of item, yes? If so then escalate to a claim when you get that option (normally 7 days after paying) and let paypal deal with sorting your refund.
