Can't send payments

Hi, I just downgraded my paypal from business to premier, i reverified all the credit cards I have, I send all documents and now my account is fully verified

 

when i go to My limits page it says that everything is verified and I can fully use my account

 

But when I try to send a payment is says that it can;t process it right now and this happens every time

 

I sent a help request by no answer till now

 

What can I do? What can be the problem? My account page says everything is fine, no errors, no notifications, no emails!

For account issues you need to give customer services a call.  >>

 

Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).

When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".
