Verification is resulting to an error message stating that there is technical difficulties

I would like to know how do I cintact support? 

I am requested to verify my account on PayPal for the last 3 weeks or so and each time I attempt to submit the required scan ID, I get an error message about technical difficulty... 

can someone help how I can reach someone via chat, ticket or email? I also need to get advise on how I can get verified please
