PAN DETAILS INVAILD AND ALSO NOT RECEIVING CONFIRM MAIL

I can open and close few times paypal account now i opened and enter pan details it appears Invalid pan

and also yet i am not receiving confirm mail to my account also check junk folder and change plain to text method

i am struggle to create an account paypal what can i do now i want open account very soon my payments still waiting overseas

help me
