Why does PayPal not hire support staff during the pandemic?

In a time with so much unemployment and huge growth for PayPal why are they not hiring support staff? I can't believe that COVID is a reasonable excuse to shut down phone support. They could be hiring instead of trying to reduce costs - companies like PayPal have benefited enormously from more online activity. Why the greedy and unethical response - provide decent service to your clients and hire some people. It would be a sign that there are actually humans running the company.

It sucks that every time you contact him on the phone you can’t talk to an actual person but have to go back to the automated system and then he send you the same freaking response every time you ask a question and the problem is in order to get a response you have to login and that’s the problem I can’t login because they won’t send me a reset code for my password it really bites
