What is the logic behind changing the buyer protection policy?

I just saw the policy updates planned for July 31st that will no longer provide buyer protection for items intended for resale. Won't this move make it about a million times easier for scammers? Scammers will target resellers, send a phony or damaged item, and buyers will have absolutely no recourse to make a claim. Plus, won't fewer people use the Goods and Services option knowing that it no longer protects them? That'll just lead to PayPal losing money. I don't understand why they've made this decision. Am I missing something here?
