Is it true that PayPal spies on the transactions of its users?

I read that PayPal feeds user data to the Anti Defamation League (ADL), as well as to law enforcement and policymakers.

According to a major news agency that starts with an R and ends with an S,  PayPal will “will also look at networks spreading and profiting from antisemitism, Islamophobia, racism, anti-immigrant, anti-Black, anti-Hispanic and anti-Asian bigotry.”

So if I am against China because of the non-existent "covid-19" virus does that make me anti-Asian?

If something violated Acceptable Use Policy...that their automated internal security system picks up on or is reported to PayPal by other human beings, they have a responsibility to investigate and take action.

It is the "by other human beings" part that bothers me.  Anyone can report anyone else and then the ADL gets a copy?  That is sooooo un-American.
