You do not have to be a U.S. citizen to have a PayPal Cash account. To discuss the different options to verify your account, please contact Customer Support. You can contact Customer Support by clicking 'Contact' at the bottom of any PayPal page. Support is also available through Facebook private message or Twitter direct message.
