Access Denied

I attempted to escalate my dispute (have now only 24 hours to do so) and when I click on Submit,  I receive the message:

Access Denied

You don't have permission to access "http://www.paypal.com/resolutioncenter/escalate" on this server.

Of course I cannot speak to anyone at PayPal.  Any ideas as to how to resolve this?
