i recieved thie email from ebay what should i do?

When you file, one of the drop-down boxes will say "buyer is Not a Registered User" - pick that.  It speeds things up.

ebay will credit your final Value fees.

Next time, list the item with Fixed Price and check off the "Immediate Payment Required" box in the listing form - that way, the listing stays up until the item is really paid for in Paypal.
