The sign in should not be an email address but should be a username. Our email address is known by anyone and therefore everyone has 1/2 the equation to hack into our account. If the sign in process was a chosen Username +++ Password then the account would be twice as secure as it is now.

PayPal has thought about this -
If someone attempts log in's to your account - limitation.
If someone from a different IP/DNS/ISP log's in - questions will come about, and they will observe the activity.
Also, when money is sent/received several times or large ammounts, it has to bypass a moderators "ok" to go through.

Paypal is far more secure that a email server (yahoo,gmail,etc) - They have your email there as well, if they get access into your email, a lot can go wrong. PayPal MONITORS 24/7 the activity on their servers though.
