Hi tobyjeff, welcome to the forums!
I removed the link from your post, for everyone's safety.
You can tell that the link did not lead to PayPal, because when you hover your mouse pointer over it, the URL displayed in the lower left part of your browser shows a totally different domain.
Additionally, PayPal does not require you to click a link to log in. If ever you're in doubt, open a fresh browser window and type in paypal.com and log into your account from there. If there is no case in your Resolution Center, then the email was a fake.
You can always send a suspicious email to spoof@paypal.com, too.
I hope this helps!
Olivia
