Why was I charged a fee for refunding money?

Hi, I'm new the forum, but not to Paypal.

I have  a Premier account and just recently I created a Buy Now button with Paypal's button creation template, or whatever it is called 🙂

I wanted to test the button and payment process on my website. I have 2 paypal accounts, and so I tested things by submitting a payment from acct. #1 to acct. #2. After which, I refunded the payment.

I just looked at acct. #1 and I noticed that I was charged $.87 for what Paypal calls Fee Reversal From Canceled Fee.

What??!!! I looked at Paypal's fees....and no where does it say anything about a Fee Reversal for refunding a payment.

Can someone please explain this?
