Why is there a fee for bank funded payment to my personal account?

PayPal fee schedule clearly shows transactions are free to my personal account if buyer funds the payment with bank account. Buyer sent me details clearly showing he paid from confirmed checking account. Then why is PayPal still charging me the 2.9% + $0.30 ???

The PayPal member's account type (Personal, Premier or Business) is no longer used to determine whether a fee is charged. PayPal fees are now determined by the payment type - a Purchase Payment or a Personal Payment.

For Purchase Payments, the recipient of the payment will always pay the fee. A Purchase Payment involves buying and selling goods or services, and payments received when you send a "request money" using PayPal.

For Personal Payments, the fee, if any, is based on the Payment Method and the location of the sender and recipient. A Personal Payment involves sending money to and receiving money from friends and family without making a purchase. If you are selling goods or services, you are not permitted to ask the buyer to send you a Personal Payment for the purchase.

To be clear - are you saying that if a friend of mine sends me a request for money and I pay using a linked bank account that I will or won't be charged a fee?

When a friend requests money to split a restaurant bill, is there a way to indicate whether it is personal or purchase?

The recipient will be charged a fee if you pay from the "Request Money" invoice. The "Request Money" payment is considered to be a purchase payment.

No... the "Request Money" screen has only 2 options... it's either for goods or services.

The solution would be to send a private email with the amount owed and the PayPal email address which should receive the payment. The sender can then login to his PayPal account and click on the "Send Money" tab to send the personal payment.

So, just to be clear: in the previous case you (PayPal) is charging, and feels justified to be charging,  2.9% for the service of sending an email requesting money?

Unbelievable.

There is no charge to send an email requesting money. There is a charge to the recipient when the sender pays from the "Request Money" invoice.
