When sending payments, can the sender see what the fee for the receiver is?

Hi. When I send a payment through PayPal, I am not charged any fees. However, the receiver has asked me to add 3% to pay for his payment fees. When I complete the transaction, it does not list any fees and says the full amount was sent.
I believe that the receiver does have to pay a 3% payment fee, but I don't know what it is. It's not that I don't trust the receiver or feel like I am being cheated, but I would feel more comfortable knowing exactly how much money the receiver actually receives. Is there a way to know this?

There's a 3% fee for transfering money from paypal to your bank account ..
Needless to say I'm going to stop using paypal!!!!

There is no fee to transfer funds to your bank account.

The standard paypal fee is 30 cents plus 2.9%.
If this is for an ebay purchase It is against Ebay and Paypal rules for a seller to charge the buyer the Paypal fee.
If it is not for an ebay purchase all the seller does is add in the 3% to the total cost.
