PayPal charged fees for my unsuccessful attempts to change my credit card details

My bank recently issued me a new Master Card to replace old one with the same number as the old one, only the Card Verification Number is different.
I tried to Edit my credit card by changing Card Verification Number but PayPal did not accept it.
Then I remove the old card, and add new card successfully.
PayPal charged me about US$ 1.00 ten times for all my unsuccessful attempts to change my Card Verification Number, but I can't find this kind of fees in the Fees section of the PayPal User's Agreement.
How can I claim PayPal to refund me these charges

Those are likely not charges to your account, but authorizations on your card just to make sure it is valid. They should drop off after a few business days. The only fees you may need to pay is $1.95 to confirm your card again, but you'll get that back when you send a payment.

During the registration my account was charged two times exactly 1.00 each (not below 1.00 as PP says).
In addition to that I chose to confirm my acc instantly, was charged 1.95, entered the code and got that 1.95 back in few minutes.
So what about these 2.00? Will I have them back or what?
