Why am I being charged a 4.2 percent instead of the specified 3.2 percent fee for received payments? Why is there no information about this additional cost on PayPal's website?
Most likely it's a cross-border payment, ie. the buyer is located in a country different from your country. PayPal charges an additional 1% for cross-border payments.
