Unfortunately there is no such thing as "buyers risk" for postage if you are using paypal.

If a buyer does not get their goods they are entitled to a refund.

So you should really have stuck to just collection only or agreed with the buyer to pay extra for you to send it trackable.

Paypal will give you 10 days to prove with a tracking number that the buyer received their item or you will have to refund them.

the buyer is always right and seller loses out ? i have spoken to the courier who delivered the parcel and so has the buyer and at the moment it is looking like the parcel has somehow been delivered to wales and not the netherlands even though the buyer has seen  proof of delivery with her name and address on it

Funny no where in my post did i state the buyer is always right?????

I just stated the facts of seller/buyer protection.

If you sent it by courier and it went to the wrong place then refund the buyer and then claim from the courier to get your money back.
