On or about 3 March 2014 I encountered difficulties copying CDs using Nero 7. I contacted Nero explaining that I had tried a variety of settings and different brands of blank CDs to no avail and offered a copy of the failure report. Nero’s response was that the problem would be solved by an upgrade. Nero offered a trial upgrade but then refused to let me download or try it without purchasing it outright. This did not solve the problems. In fact it made things worse as the new download interfered with other programs on my computer Nero “support” requested a complex and costly report submission before they would address the problem. Although Nero’s instructions re gathering and submitting information were flawed I was able to submit all the information requested. Nero ignored this and instead repeated the request for information. When this had happened 3 times I requested a refund. on or about 9 March. By that time I had been forced to install an alternative application to burn the CDs (I required back-up CDs for a forthcoming trip to the USA) and by 13 March I had no alternative other than to remove Nero completely to facilitate the correct working of the programs with which it had been interfering. When Nero failed to answer I submitted the problem to Paypal and they found in the Buyer's favour. Is Paypal as safeas it claims? And where do I go from here? The facts have not altered - I had and paid for a program that did not work and and I had and paid for a backup CD that never arrived,

Buyer protection only covers you for tangible items sent in the post.
You can use it for virtual transactions or services but it is at your own risk.
The only thing I can think of is if you funded your paypal payment with a card then contact your card issuer and see if they will chargeback for you.

Many thaks - but this is a mixture of both because of the back-up CD (for which I paid extra - included in the total amount) and which never arrived. Surely Paypal could at least have realt with that?

Yes agree with you.
Why not contact them and see if they will agree to dispute it for you??
Click on the words "Contact us" at the bottom of paypal pages > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent.
OR have you considered contacting Customer Service via Facebook or Twitter?
It's: https://www.facebook.com/PayPalUK and @AskPayPal for Twitter.....they do get back to your promptly and better than emails.
