Trying to raise a dispute..........

Trying to raise a dispute for item purchased in sept for christmas, item not received - but on resolution centre it comes up with "sorry cant raise a query on this transaction"............any thoughts?  there is no email/phone that you can get in touch with people..........it is driving me mad!!!!
