Trying to Issue a refund

Some weeks ago, I sold an item, which was paid for and delivered. The recipient agreed the item was honestly and clearly listed, but she felt it did not match her expectations for the item.
As I had listed the item clearly and honestly, with pictures and full disclosure, I felt buyer had bought the offered item, however she chose instead to open a case.
In order to save my good name and reputation as an honest seller, I elected to offer the buyer a refund and simply list the item again. We agree the buyer would pay for the return postage, then I would refund. The buyer agreed to this outcome.
Since then, I have been trying to issue a refund and getting nowhere. When I hit the button to make the refund, it takes me to my PayPal account, but the refund will not complete. I think this pay be because I have bought something in the interim, leaving the positive balance a small amount short.
In order to attempt to resolve this, I have tried to link a bank account to my PayPal account, and it won't allow that either!
How the heck do I move forward? I have contacted both eBay and PayPal customer services, but eBay merely sends out stock responses which don't resolve the issue, and on PayPal I seemed to be interminably on hold music.
This afternoon, I now find the seller fees have been debited for this item, which negates any benefit to me of going through this interminable process.
Help, before I lose the will to live!

A seller can ONLY refund via funds already in their paypal balance OR via their bank account as an echeque which takes 5-7 WORKING days to clear.
So you can't fund it from your bank account if you have not added and confirmed it yet.
And if you have not got enough in your paypal balance then you can't refund that way either.
The quickest solution is to ask a mate or family member with a Paypal account to send you funds using the friends / family option and that will instantly credit your balance with more funds so you can refund her.
BUT make sure they fund it via their own balance OR bank account so its free, if they use a card there is a fee.
Advice is voluntary.
