I purchased a Supertorch from "METEM TEKNOLOJI SISTEMLERI" a Turkish Company which i believed was American as the charge was in U.S dollars .What this company omited to tell me was that there was a further delivery charge (advertised as free delivery) and import tax of £22.62 all of this on top of the £31.88 ($49.90 U.S.D ) making it a total cost of £54.50. this company just ignores my e-mails.I have escalated this to a claim--------How does paypal assist me with this ?

Hi Mrben,
what you were charged was an import duty and a brokerage fee. These fees are not the responsibility of the merchant, but of the importer (you the buyer). It is your responsibility to research the export location of the products you are buying, and they can be subject to import duties and brokerage fees.
PayPal has no control over this.

Easy get out for the Merchant, There is nothing on their site that advises that these fees are payable , and as the price was in US Dollars I wrongly believed this was coming from America.
Anything I have purchased in the past would advise of any additional costs and then i would make the choice to either buy the item or not. This site is misleading the buyer by not disclosing these fees. I would not have made this purchase if i had known of these additional costs, i would have shopped elsewhere. I just wished that I had viewed the reviews that are on Facebook before I made the sale , the number of people who have been duped by this Company and their selling practices are many.
Should paypal not have some obligation to encourage the seller to advise us ( the customer ) of these charges?. To say it is not paypals job to do this is not acceptable. we trust the site, that is why we use it, so a little customer care and advise would help, I assume that paypal must have had to deal with this complaint from this Company in the past, but done nothing about it ,because myself and others are still being caught out by this charge. Very poor show all round
And anyway! who are you? do you work for this Company or Paypal?

I am a customer just as you are, but it seems there are a lot of uninformed buyers out there.
Duty imports are the responsibility of the importer. Duties have nothing to do with the merchant or PayPal, they are set by your government of the country which you reside in. Brokerage fees are charged by couriers and postal services. A brokerage fee is what you pay the broker to process the international information and to collect the applicable duties and taxes.
I understand your frustration, and it can be upsetting to find something out later rather than sooner but understand this is not the fault of PayPal.
Did you get charged these amounts at the door, or did you prepay them on the merchant's website?

My wife received the package and thought that because it was C.O.D it was paid on delivery and paid the charge.,( I would have sent it back).
Yes i'm frustrated, by the lack of transparency by this Company, it's like taking your items to the checkout and finding out that it will cost you another 60% before you can take your purchaces home.
I found on Facebook that this is the common practice of this company and that Paypal have had numerous complaints from paypal users regarding this Company., but Paypals answer is " We can't help you " I still think paypal have a moral obligation to us ( the buyer ). I paid £31.88 for this torch, that was my choice, I did not expect to pay an additional £22.62 making the total cost £54.50. it is not worth that, I don't even think it is worth £31.88 ,but i chose to pay that amount.
I still think I have been cheated out of £22.62 by this Company, and if by posting this on other websites it reduces the potential sales that this Company may achieve then i will be happy.

I had the same experience with Metem.eu, anywai there is written in "term of Service" that you have to pay the import tax. I was request 41€ as import tax. I made an agreement with (yusuf@metemteknoloji.com) to refuse the merchandise (torch) at the the first time, then the merchandise come back to....... somewhere i do not know, probably to the UPS warehouse. After a week they send me again the torch by another carrier, I did not pay any import tax.
On the other hand there is a sad story. Before buying this torch I ordered another item that I refused by mail at the above mail addresse mentioned. They do not reply me animore and Iam still waiting to be refund. This website should be banned by internet.
Sorry for my little english, but I am disappointed too, first of all because so much money foa a stupid torch (AGX model) nice torch but it is not worth the price. Money wasted.
Ciao

More than a rip-off, it may be a scam.
Be very careful with this company. My torch did not turn up, and they will not answer emails or telephone. And looking at this site, it looks like the entire company is a scam.
*************
I have asked Paypal not to trade with this company, as the entire enterprise may well be a scam.
They have a Dutch address that made me think it was a European operation. But this is only a postbox, and not the company at all. It is a scam.

Got my torch at last, after about 15 emails - that went unanswered - and several weeks.
However, these are cheap torches that sell for $5 on Amazon. They are dressing these torches up as German made, but they are not. They are just cheap Chinese goods, sold for an extortionate price.

I also had a refund from Paypal, showing that they do listen to their customers concerns , it has restored my faith in Paypal and I'm happy to continue to deal with them
