PayPal totally wrong on my multiple claims - should I go to the court?

I've sent some items from multiple SNAD claims back to one seller in one parcel to get the refunds. PayPal issued me only one refund - the smallest one - and denied all others for more than $1.3k stating that I never provided "correct proof of delivery".
Now I'm really angry at PayPal. Not only they accept my do not my logic of the same tracking data for multiple claims (they say "one tracking number for each claim" - but this rule is not mentioned anywhere in the User Argeement or the Resolution center, so why should I pay extra postage if all the items are sent to the same seller?!) - they don't want to contact the seller to ask him if he got all the items back.
PayPal just keep telling me that I've provided the some "wrong tracking information" on the claims - without clarifying or answering my questions what does it mean. Now what kind of wrong information, if they already issued me that refund for one of my claims with the same tracking data that they label now as "wrong"? All other items from other claims are in the exact same box, already received by the seller!
Besides my anger, my question is: what way is the best to keep things moving right now? I really need this refund as this sum is pretty large for me and the decision is sooo wrong. I'm thinking about contacting some media and my local customer protection agencies as PayPal's totaly decisions left me without my money and my items. Or should I go directly to the court?

1. Have you phoned paypal to see if you can sort things?
2. Have you contacted the seller?
3. You do have the option of the small claims court against the seller and sometimes if you tell the seller that is how you are going to proceed they have been known to refund. If you do go to the small claims court then you should have proof that all the items were returned by the weight of the parcel on return.
Advice is voluntary.

1. Yes. After my call they reopened the claims and said they'll manage to take in account that I've sent all items in one parcel (I definetely have the full weight in postal cheque and said it to PayPal multiple times, well it seems they are not interested in this). Maybe I'll try to call them once again but I think it will be the usuall "wrong proof of delivery" talk. Looks like they want to evade their responsibility.

3. Well, that's an option for me, yes. I'm not sure the seller has any money to pay me, that's why I'm going with the PayPal claims as I'm protected with the "Buyer protection rules" and I'm getting a refund from them, rather than seller. The seller is a real fraudster.
