I was sent money from a friend and was charged a £1.90 fee. This has never happened before. I thought there were no fees for personal payments?

Either she didn't use the friends / family option OR she funded it with a c.c. and passed the fee on to you?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
