Money on Authorisation hold has not been refunded

I recently took an Uber in Chicago (23rd February) and they charged me twice. After contacting them they advised the money was in authorisation hold and would be refunded asap. After asking how long it would take as it was already over 2 weeks and they also have taken the same amount from my account as the actual payment, they advised the money had already been released and to contact my bank. As I pay through PayPal, is this something I have to deal with via PayPal or my actual bank?
