INR dispute

I paid for an item, using Paypal nearly two months ago. I contacted the seller and thet said they had no stock and I would get it at the end of November. I told them I didn't want it. It was for a birthday present on the 10th. They ignored me and said it was going to be dispatched in a few days. Then I received tracking information that didn't work. I opened a case with Paypal. Paypal sent me an email yesterday, informing me that since the tracking information showed it was delivered to my address, they needed me to close the case. I escalated it to a claim, after checking the tracking information, which declared it was at Heathrow. I felt I had no choice as Paypal were saying it had bveen delivered. On checking the tracking today, it has no information and telling me that they can't tell me where it is. I have looked at dispute and there is no way I can add this to my claim and now it looks as though Paypal will just close the claim because of the misinformation on delivery that they have.
