I Am Scammed Fake Tracking Number

Hi, I sent two payments to a guy for £50 and he has sent me fake tracking number on Paypal resolution center and there is no way to track it. I haven't received my item and He give me excuses after excuses and i cannot see the dispute in resolution center anymore, it is a lot of money for me to lose for nothing. Has he scammed me?

Did you escalate the dispute to a claim before the 20 days were up since opening it?

yes he provided fake tracking and Paypal have let him win the dispute. The **bleep** scammed me £50

I won't be using Paypal again... They allowed the scammer to take my money
