Goodmorning.
To sum up the offer made to me by paypal .
I was offered the choice ? to give a further US $103.50 to a third party whom had previously been awarded US $103.50 by paypal, that amount aready paid to them when i initially bought thier product.
Since that was trhe offer (which i totally refuse then and now ) there would have still been £202.00 of my money over from that offer ?
May i ask where that £202.00 would have gone to? which other individual or organisation would have been given or for some reason would have recieved the outstanding £202.00 ? over from the amount paypal offered to give to that third party from my money ?.
This was an offer you made because you know its not something you could have done on conventional grounds?, you needed my consent to make it work which of course i never gave you and never will.
I am not that ignorant of what you tried to do, i think you made a mistake here dont you ?.
I will make a omplaint to paypal once i know the process, i know i have to try to sort it out with you first.

In case using any of the $103.50 = £68.00 currenlty in the paypal account would be seen as accepting your most ungenerous and downright insulting and disparaging offer i will not be touching it while you still unconsentingly possess it. i no longer give any consent for paypal to keep nor to store my monies in anyway, it must be returned to my account or my card as soon as possible by a paypal employee.

A small amount of money under a pound has been deducted from the money in the paypal account, i checked with my bank and the card company which showed i was still in credit so there is no reason for any moneis to have been moved around, I dont know why this small amount has been taken though i did not use it

I dont know why though again a small amount of money was removed from the account with no sign of why from my accounts, as im in credit there is no reason any money should have been moved, its as if someone is playing games and wants to show what they very mistankenly believe they can do simply because they want to ?
I tried to make an appeal on the previous claim for US $103.50 as i had two days left as of yesterday to do so, when i treid to from the resolution area there was no link available to me to initiate the appeal against the decision.
I still have one day to do so if someone would check the account and re-activate the appeal link so i can use it as long as a sunday counts ?.

If my money had been returned to me in the usual case of a claim being awarded to the buyer instead of being made an offer i would have had enough money in my account to pay a bill which today was probably paid by the bank. this means i will probably be charged by the bank which could be £25 to £50.
Anyone got something to say about this please ? will i be reimbursed for it ?

I dont understand all of your posts but the bit about small amounts being taken sounds like paypal verification they take these amounts and you have to verify the amounts to them.
As for refunds a credit card company can recover money from paypal which in return takes this money from your paypal account or if the buyer wins a resolution case.

The amount had changed again this morning from £64.84 to £64.71.
The only ligitimate anwser i can think of is the fluctuation with other currency values though i have not seen this done to my account in the past. i think someones showiing me they think they can do what they like though a paypal rep can explain it if they wish to. regarding your other most helpful points again i thank-you much appreciated indeed 🙂

The claim i began and which was awarded to me by paypal still remains displayed as an "open case" just because i would not accept thier terrible "offer" to give my money away to a seller of a seperate item who was previously given $103.50 (£65.00+). does it really mean they can decide to re-open the claim ?
In regards to anyone not aware of certain laws regarding "consent" much in law is considered above board as long as consent has been given by the human being. In this case i do not consent and have no intent to give consent at anytime. they have not frozen my account nor the £64.74 presently in it so what reason are they going to come out with for holding it against my order to return the full amount of my money which is £270 to my bank account or my card?
Why did my account "have unresolved issues" for three or four days then suddenly stop to have any issues ? i never changed anything! i never spent any of it ? so what issues have they resolved ? what changed ? when it stopped to have any "unresolved issues" i did not recieve any notifications about it.
I was not going to say this though i have kept a photographic record of thier actions at every stage.
Someones going to look silly,very mean and arrogant and it isnt me.

The amount now stands at £64.29 the case was actually missing from the resolution area yesterday with "no open cases" being displayed, its now there to see again today.
I dont know why though again its now on video.

At present the offered and refused amount stands at £64.18
The larger rightful amount i spent and factually ordered paypal to return to me of £270 can be seen being held by them without my consent under the banner of the "case being reviewed by paypal" which they had previously awarded in my favour, so its more accuragely "the case paypal re-opened" when ii refused to accept thier insulting offer to give it away to a seller who had already won the case previous to this one and who had kept the money from the time i made the purchase in regards that totally seperate purchase.
