Dispute when I don't have an account?

I recently made a purchase for something using the optional login feature (so I didn't login to make the purchase). As I didn't receive this item can I still dispute it? I haven't found anywhere obvious on the site on how to do this (without logging in to an account and selecting a purchase from my history)
I got sent an email that has a receipt-no on it. Is this used to make a claim?

I get an email from paypal everyday that appears ligitimate stating - Handling your First Paypal Dispute, each time they read exactly the same and I have had a paypal account for years, and deblt with loads of disputes (amicable I must add)!
