Claim 'Requires action', but I am unable to respond?

I'm sure this must be a question asked over and over, however my own insecurity is prompting me to ask it again, so forgive me!
Having opened a case against a seller for an item that has not been recieved (in actual fact, I have fair cause to believe te item was never posted) it was immediately escalated to a claim. Now, the seller has responded with a tracking number, which not only did they neglect to send me in response to my repeated messages to them, but I believe to be fraudulent as it does not register on the tracking website.
This case has now been marked as requiring my action, yet when I click to respond, I am taken only to the claim details page and am not actually able to do anything. As there is a time limit on my response, this is causing me concern! I have read previous forum posts that say I do not need to take any action as the case will go to review, but if the case goes to review without my input I fear they may decide in favour of the seller simply because I have not responded, which is not on!

No you don't need to respond, at 10 days after it was escalated paypal will check the tracking number and if it does not show the item was delivered to you then you should get a refund on day 11.
