Advice for escalating dispute

Hello everyone, please help me with my situation
Some days ago, I had deal with ebay seller for an iPhone. After payment, I realized that his ebay account was closed for unauthorized registered member reason. I tried to contact with PayPal to cancel transaction but they denied and advised me to open "not receiving items " dispute. 2 days later, the seller provided us tracking number. Due to i was working abroad, i had to let one transport company received my product then they would ship it internationally to my living address
When my transport company received shipment, they also took picture and short clips about opening it. It contained several empty envelopes, of course without my phone. I sent these evidences for Paypal but they replied
" In order to continue this investigation, a police report must be filed with your local law enforcement agency and a copy of the report must be faxed to PayPal.
Contact your local police department and obtain a police/incident report. This report should be on the law enforcement agency's letterhead or stamped police documentation and clearly explain the details of your issue. This documentation must include the department/officer's contact information, the reporting officer's name, badge number and signature."
My transport company did not want to work with police because they think they have provided clearly evidence,they did not want to help me. On the other hands, paypal will close my claim if I can't send them report within 10 days.
what should i do now
