I have filed a dipute with PayPal. I purchased an item about two weeks a go and the seller has not yet shipped. Supposedly it ius in his warehouse however he is delaying the shipping. He is telling me that PayPal is holding his money and he will not ship until I cancelk the dispute. Supposedly Paypal is holding his money because of the dispute.. Is this guy confused or jerking me around.

PayPal most likely is holding his money, even before the dispute. What was the item? PayPal holds payment for most sellers for "high fraud risk" items for 21 days regardless of their history, how long they have had their account or proven track record as an honest seller.
I and many others like me no longer sell on ebay at all because of the risk involved.

If you cancel the dispute, you will not be able to open a new dispute if the seller fails to deliver the described... don't cancel the dispute.
