paypal and fileserve scamming

I have initiated a dispute with PayPal UK about my purchase from FileServe but have to wait another 30 days for the ‘investigation’.
Meanwhile, I read all over the internet that there are dozens (if not hundreds) of complaints about this company and the fact that they take payment but do not deliver the promised goods (to activate a premium account).
I imagine that there are many PayPal customers who are falling for this "scam" day by day and feel you should look into this company and the way they operate as soon as possible in order to protect your customers.
I understand that most purchasers do not realize that when they buy a Premium service for a certain period (30 days/75 days etc) they will be charged EVERY (30 days/75 days etc). Bad enough not getting the initial period never mind being charged each additional period!! I personally have cancelled reoccurring payments but it is clear that most people do not know that they have committed to a reoccurring subscription.

None of the FileServe contact links are working and it is impossible to get in touch with them as they do not give a phone number, a linked email address or physical postal address. It is impossible to send a “contact us” form as the website closes down on pressing submit.
I think PayPal should take quicker action when information of this nature are bought to there attention.
