I order some men's cologne from fragrance net and recieved a box in the mail this morning and when my husband opened the box, it only had paper in it. I contacted fragrance net and they said that I would get a refund today which I am watching my account to see if I recieved it today.

You don't know that they're trying to rip you off - it could have been a simple mistake.

But, if they don't send the refund when they promised, file a chargeback on your credit card (which I hope you used for the purchase because paypal won't cover you).

I am sure you were upset that the merchandise was not in the box you received.  I am happy to hear that you have contacted the merchant and they are going to issue you a refund.  This is a frustrating issue, but could be a honest mistake by the seller. 

If you have not received the refund from the merchant as promised, I would encourage you to file a claim with PayPal through the resolution center.  

PayPal does offer protection for buyers but unfortunately, there are situations that aren't covered.
