**bleep** by PayPal, eBay and customer - any recourse?

* overseas eBayer buys $100+ item

* we ship it USPS registered and declare commercial value (as required by law)

* buyer receives duties form from customs office and refuses delivery (despite eBay and listing policy that duties are responsibility of buyer)

* buyer files item not received dispute

* tracking number and explanation provided to PayPal

* PayPal sits on case just long enough so eBay final value fees can no longer be refunded

* item didn't technically get delivered so PayPal issues full refund

* we're out $13+ to ship it and $13+ FV fees and now have to ask a monopolistic bureaucracy spanning two countries to find and return the item

 

Are we **bleep** or what?
